Identification

Gifted services are designed to meet the needs of gifted students. There are four steps for identification and an appeals process. The following steps occur in grades 2 and 5 and for only nominated students in grades 3, 4, 6, & 7.

Step 1: Nomination (Nominations Open in January)

Parents, staff, or community members may nominate a student in grades 3, 4, 6 and 7 for gifted evaluation by completing the nomination form. Nomination forms are available online or from the District Gifted Coordinator. Completed forms should be given to the building secretary or mailed to the District Gifted Coordinator.

Step 2: Screening

Students nominated, and all students in grades 2 & 5 will take the Cognitive Abilities Test 7 (CogAT 7). The CogAT 7 measures students’ verbal, quantitative and nonverbal reasoning skills. Parents and teachers of students who score in the top 5% nationally and locally obtain a propensity one or more standard deviations above the mean will complete the Scales for Identifying Gifted Students (SIGS).

Step 3: Review

Data collected will be evaluated by the identification and placement panel consisting of district staff members trained in gifted education. The panel will determine appropriate placement for gifted services.

Step 4: Placement

Parents and students will receive notification regarding placement and gifted services.

Students not in grades 2 or 5

A teacher or parent may nominate a student who is not currently receiving gifted services in grades 3, 4, 6 or 7 during open nomination period. The district will follow the identification process described above to determine appropriate placement.

Appeals

A parent or staff member may appeal the identification panel’s decision and request that a student’s information be reevaluated. The appeal process begins with completion of an appeal form. The completed form should be mailed to the District Gifted Coordinator. The Appeals Committee, consisting of district staff, not a part of the identification panel, and a district parent will meet and reevaluate the data including any additional information included on the appeal form.

The Cognitive Abilities Test, (CogAT) – The CogAT measures the cognitive development of students in three areas. The test reflects the most up to date research on how to best measure cognitive abilities and learning styles. Verbal, which measures students’ ability to reason with verbal concepts Quantitative, which measures students’ ability to reason with quantitative symbols and concepts Nonverbal, which measures students’ ability to reason with geometric shapes and figures

Naglieri – The Naglieri is a Non-Verbal Ability Test that is used to screen children for gifted programs. The Naglieri test is a matrix reasoning type of exam that contains diagrams and shapes that form patterns and shapes. Naglieri tests include different types of questions such as pattern completion, reasoning by analogy, serial reasoning and spatial visualization. The Naglieri is most typically used for students who have English as a second language or for students with disabilities.

Scales for Identifying Gifted Students (SIGS) – The SIGS is a norm referenced rating scale designed to assist in identifying students for gifted services. The rating scale is completed by teachers and parents of students nominated and in the screening pool. Beginning in 2015, the SIGS will be online and emailed to parents of nominated students. If needed, hard copies are available.

NWEA Measures of Academic Progress, (MAP) – MAP is an assessment that helps teachers determine a child’s instructional level and measure his/her academic growth from year to year in the areas of mathematics and reading. MAP tests are taken on the computer and are unique in that they are adaptive. This means that the test becomes more difficult as more questions are answered correctly. When a child incorrectly answers a question, the test becomes easier. Therefore, the child will be taking a test specifically created for his/her learning level.
